In an effort to improve the notoriously slow internet in the country, the Philippines offered China the opportunity to operate a third telecommunications company in the country last month.
The Philippine Constitution's 40 per cent cap on foreign ownership of domestic telecommunications companies has kept interest from multinationals at bay in the market of more than 100 million people.
Still, China Telecom will need to have a local partner as Chinese companies can not run their business alone in the Philippines, and given that the Constitution only allows foreigners to own up to 40 percent of public utilities.
Andanar added that the government is fast-tracking this since consumers have been frustrated with poor and unsteady internet, and mobile connections, giving Philippines President Rodrigo Duterte the reason to open the nation's doors to a third player.
The long-standing duopoly of these companies has always been upsetting millions of users due to their poor internet and mobile services.
Presidential spokesman Harry Roque stated that Duterte has ordered all applications from potential new contenders should be filed and carried out directly by the Office of the Executive Secretary.
"China Telecom is now having a preliminary study on the investment opportunity in Philippines and no concrete plan has been determined yet", a China Telecom spokesman told Reuters.
Also seeking to be a major player is broadband internet service provider Philippine Telegraph & Telephone Corp, which had said it was talking with China Telecom and state-owned Datang Telecom Group about strategic partnerships to challenge the nation's dominant duo of PLDT and Globe Telecom.
